Participation Reports of Participation Management

The tasks of investment management are in particular the support of investment companies and own companies of the City of Wuppertal. An investment company exists if the city is one of several shareholders in a private law company. On the other hand, it is a proprietary company if the municipality fulfils a task in a company governed by private law in which it is a sole shareholder. Pursuant to § 116 (1) GO NRW, the municipality has to draw up an overall financial statement. The municipality may be exempted from the obligation to draw up the complete financial statements, provided that there are exceptions depending on size. In this case, according to § 117 GO NRW, the municipality must submit a participation report instead of the overall financial statements. The preparation of the participation report is also the responsibility of participation management. So far, a participation report has been prepared annually by the participation management on a voluntary basis. The voluntary nature is given, as the city of Wuppertal always draws up overall degrees. Due to the burdens caused by the coronavirus pandemic, no report has been prepared for 2019. For the financial year 2020, however, a participation report will again be submitted to the Council for information. This gives the new council an overview of the city group with the latest data. Thereafter, the participation report is to be published every 2-3 years and mandatory after each local election. The open data offer on the participation reports comprises tabular compilations of the balance sheet extracts and key figures contained in the reports. These tables also show the comparative values from previous years. The offer starts with the figures from the participation report for the financial year 2018 with comparative figures back to 2015.
