This data layer is updated annually in January, provided that the facility is managed and updated annually by the relevant sector/service. Important barriers (water, ring, motorway, regional road, rail, etc.) and safe crossings for vulnerable road users (tunnels, bridges, pedestrian crossings with traffic lights) are taken into account in order to determine the range and shortage zones. This means that a buffer stops at the barrier and continues to a safe crossing. In combination with the buffers of the safe crossings, it also says something about the degree of barrier effect: if barriers are still visible, this means that vulnerable road users have to make a detour in order to be able to cross.防护屏障图层（Barrier layer）涵盖水域、环路、高速公路、区域道路、铁路等设施，以及面向弱势道路使用者（vulnerable road users）的安全过街设施（隧道、桥梁、带交通信号灯的人行横道）。该数据图层每年1月更新，前提是相关部门或服务机构对该设施开展年度管理与更新工作。为划定阻隔范围与短缺区域，需将重要屏障（水域、环路、高速公路、区域道路、铁路等）及弱势道路使用者的安全过街设施（隧道、桥梁、带交通信号灯的人行横道）纳入考量范畴。这意味着空间缓冲区将终止于屏障处，并延伸至一处安全过街设施。结合安全过街设施的缓冲区，该图层还可反映屏障效应的强弱：若仍存在可见屏障，则说明弱势道路使用者需绕行方可完成过街。
