World Bank IEG Project Ratings: 8,000+ Evaluated Operations with Outcome Ratings, Lessons Text, and Commitment Amounts, FY1973–FY2024

April 2026 version. Deduplicated — PPAR retained over ICRR where both exist for same project. 993 duplicate rows removed. 7,774 unique projects. The World Bank Independent Evaluation Group (IEG) project ratings database compiled from the IEG Project Portal and World Bank Open Data. Covers 7,700+ evaluated operations across all lending instruments — investment project financing, development policy financing, program-for-results, and emergency operations — from FY1973 through FY2024. Fields include: project ID, project name, country, region, approval fiscal year, closing fiscal year, total commitment amount (USD), Global Practice classification, instrument type, IEG outcome rating (6-point scale: Highly Satisfactory, Satisfactory, Moderately Satisfactory, Moderately Unsatisfactory, Unsatisfactory, Highly Unsatisfactory), quality at entry rating, quality of supervision rating, monitoring and evaluation rating, borrower performance rating, Bank performance rating, and lessons text extracts from ICRRs and PPARs. S+ (Satisfactory or above) and MS+ (Moderately Satisfactory or above) flags added by the author for analytical use. FCS country flag added based on World Bank FCS list at time of project approval. Regional and income group classifications cross-referenced with World Bank country data. This is the most comprehensive publicly assembled version of the IEG dataset with commitment amounts and lessons text integrated into a single analytical file. The 1,551-operation DPF subset is published as a separate dataset (see related datasets). The full database underpins the MDB Results 2026 series and all institutional performance analysis published at mdbreform.com, including the World Bank Board accountability paper, the DPO isomorphic mimicry paper, and the MDB evaluation architecture comparison. The 50-year S+ trend documented in this database — from 81.8% in FY1970–74 to 26.4% in FY2005–09, recovering partially to 38–42% in FY2020–24 — is the primary evidentiary basis for the governance analysis at mdbreform.com/2487-2/.
