The general principle of integrating land into the SIS system is that “in the state of knowledge available to the administration, the condition of the soil appears to be degraded by the presence of waste or polluting substances” (BRGM RP-64025-FR report).
SIS can only be considered as SIS land where soil pollution is proven by one or more diagnoses.
Knowledge of soil pollution justifies, in particular in the event of a change in use, the carrying out of soil studies and the implementation of pollution management measures to preserve safety, public health or health and the environment.
The following shall be excluded from SIS:
installations classified for environmental protection (ICPE) in operation;
land for which the risks associated with soil pollution are already managed by urban planning schemes (public utility services — SUP);
basic nuclear facilities (INB);
pyrotechnic pollution fields and warships.
