Data, item-level coding records and analysis code accompanying "Moving beyond policy lag to uneven regulatory institutionalisation in autonomous mobility" (Transport Policy; article DOI: 10.1016/j.tranpol.2026.104439). This archive contains the R2 data and code package: the ten-unit, five-dimension analysis, coding instruments and source references, audit and validation records, reproducible numerical outputs, and figure-generation materials. Full third-party legal and policy documents are not included. The research data and code are unchanged from the second-revision package; release documentation and licence notices have been updated. The files are publicly available. Author-created material is licensed under CC BY 4.0.
