TRINITY-2: a preregistered demonstration in which a simulated high-impact enterprise action (a $500,000 payment authorization) is allowed, held, or denied by a single Bell-CHSH nonclassicality witness independently evaluated on three distinct IBM Quantum processors (ibm_kingston, ibm_fez, ibm_marrakesh — all Heron r2) and cryptographically fused into one chain-linked, independently reconstructable ExecutionProof record. A preregistered quorum rule (≥2 of 3) with substitution/failover governs processor unavailability, and full calibration-snapshot hashing binds each device's submission-time state. Live-hardware result: D1 ibm_kingston S=2.7650, D2 ibm_fez S=2.7235, D3 ibm_marrakesh S=2.7235 (all PASS); quorum 3/3, not degraded; aggregate ExecutionProof verdict ALLOW → governed action AUTHORIZED; trinity_certified=True; independent verifier PASS.
