VPRS 19840 Register of Corporal Punishment

This series comprises a Register of Corporal Punishment, maintained by Swan Hill Primary School (School No. 1142) (VA 3473). The Register of Corporal Punishment was a standardised register used in Victorian government schools from the early 20th century until at least the 1960s.   Each school filled in their name and school number on the front cover of the register. Inside the front cover of the bound volume is a list of eight regulations relating to the implementation of corporal punishment in schools, including who may be authorised to deliver such punishment, what type of punishment is permitted, and the circumstances when corporal punishment may be applied.  The Head Teacher of the school was held responsible for the nature and extent of the punishment inflicted, and only the Head Teacher or those they authorised were permitted to inflict this punishment. Accordingly, the first few pages of the book are titled ‘Names of Teachers Authorized to Inflict Corporal Punishment’. In columns below are spaces for the Head Teacher to fill out the name and date of the teachers authorised. The rest of the volume is made up of perforated pages that were used to record the circumstances of individual punishments. Each page contains columns for the teacher to fill out the student’s details (full name, age, and grade), the date, the offence committed, the nature and extent of the punishment inflicted, and the initials of the teacher inflicting the punishment.  Entries for each year were to be filled out on a separate leaf. According to the instructions listed inside the front cover of the register, these pages were to be kept in the Register for just two years before being removed and destroyed. As such, much of this register is filled with blank pages. Where entries do remain, the level of detail recorded varies.  Corporal punishment was banned in Victorian state schools in 1983, though many schools had abolished the practice long before then.

学校校长需对体罚的性质与实施程度承担全部责任，且仅校长或其授权人员方可实施体罚。据此，该登记册的前几页标题为「有权实施体罚的教师名单」，下方表格栏位供校长填写授权教师的姓名与授权日期。
该登记册的其余部分由带穿孔的活页组成，用于记录每一次体罚的具体情形。每一页均设有表格栏位，供教师填写学生详细信息（全名、年龄与年级）、体罚实施日期、学生所犯违纪行为、体罚的性质与实施程度，以及实施体罚教师的姓名首字母。
每一年的体罚记录需填写在单独的活页上。根据登记册封内页的操作说明，此类活页需在登记册中留存两年后方可取出销毁。因此，该登记册的大部分页面均为空白页；现存的体罚记录条目，其记录的详细程度各有不同。
澳大利亚维多利亚州公立学校于1983年全面禁止体罚，尽管此前已有诸多学校早已废止了该体罚制度。
