Preparation of the Meurthe PAPI dossier, including multi-criteria analyses Addendum 1

Having regard to Bureau Deliberation No 2024-33 of 24 June 2024, On 18 July 2023, the EPTB notified the contract for the preparation of the Meurthe PAPI dossier, including multi-analysis. criteria to EGIS EAU for an amount of 134 000€HT. The start-up service order was notified on 19 July 2023. The contract is due to expire on 30 June 2024. However, that period should be extended until 31 July 2025 for the following reasons:  Interdependence with project management contracts in the Meurthe and Meurthe river basins Mortagne whose lead time for preliminary studies has been extended by several months in waiting for geotechnical and topographical data (bad climatic conditions) leading to this is due to the late preparation of the costing of projects at the preliminary project stage, which is necessary for the multi-criteria analysis;  Calendar of meetings of the basin body, which meets a priori twice a year. This body is in particular responsible for issuing an opinion prior to the labelling of the PAPI file following the instruction of DREAL. A contractual deadline of 10 January 2025 for the delivery by the full holder is also added. the documents making up the PAPI file in their final and validated versions, in accordance with the specifications; PAPI 3 2023 charges. Addendum notified by EPTB to the holder on 4 July 2024 (2024-07-04).鉴于2024年6月24日第2024-33号局务审议决议： 2023年7月18日，EPTB向EGIS EAU发出合同通知，委托其编制默尔特（Meurthe）流域PAPI档案，包含多标准分析相关评审标准，合同金额为134000欧元（不含税）。项目启动服务订单于2023年7月19日正式发出。 该合同原定到期日为2024年6月30日，但出于以下原因，合同期限应延长至2025年7月31日： 1. 默尔特与莫尔塔涅（Mortagne）流域的项目管理合同存在协同依存关系；受恶劣气象条件影响，岩土与地形数据获取周期延长，导致初步研究筹备时间推迟数月。此外，初步项目阶段的项目成本编制工作滞后——而该环节是开展多标准分析的必要前提，进一步延误了整体项目进度。 2. 流域委员会的会议安排。该委员会原计划每年召开两次会议，需根据DREAL的要求，在PAPI档案完成标识备案前出具审核意见，项目进度需契合该会议日程安排。 此外新增合同条款：合同承接方需于2025年1月10日前，按照合同规格要求，提交最终版且经审核通过的全套PAPI档案文件。 本文件涉及2023年PAPI 3项目费用。 本补充条款由EPTB于2024年7月4日（即2024-07-04）向合同方发出。
