In practice, citizens have access to information about hospitals and clinics' services, location, and contact information.
A 100 score is earned where all of the following information is permanently available online, on paper, or by phone for most public hospitals and clinics in the country: 1) services available, 2) location, 3) contact information, 4) instructions about how to access the services, and 5) pricing when/if it applies.

A 50 score is earned where any of the following conditions apply:
1) only three of the five information points listed in 100 is usually available online, on paper, or by phone, or
2) the information is available for only half of the public hospitals and clinics in the country.

A 0 score is earned where none of the information points listed in 100 is available or they are available only for a minority of the hospitals and clinics.
