This dataset is based on the printed personnel register Guomin zhengfu ge yuan bu hui keyuan yishang zhiyuan lu (國民政府各院部會科員以上職員錄), published in 1944 by the Printing Bureau of the Civil Service Agency of the National Government in Chongqing (國民政府文官處印鑄局). The two-volume register presents a near-complete administrative snapshot of the Chinese central government during wartime, excluding personnel from the Ministry of War—likely due to confidentiality concerns. The register includes 6,398 named officials serving in ministerial and sub-ministerial roles, covering the fifth echelon ("keyuan") and above. It provides detailed information on administrative affiliations, organizational structure, and selected assignments to local branches. The 1944 Executive Yuan encompassed 11 ministries, 2 commissions, 3 administrations (署), and one board.
