VPRS 11353 Minutes

The Teachers and Schools Registration Board was instituted as a result of the Registration of Teachers and Schools Act 1905 (No. 2013). Under Section 3 of the Act, the Governor-in-Council was to appoint a Board consisting of ten members under the style of the Teachers and Schools Registration Board. Of the persons so appointed -Three shall be appointed as representatives of the Education Department;Four shall be appointed as representatives of schools other than State schools;Two shall be nominated by the Council of the University of Melbourne ; andOne shall be appointed as a representative of State aided technical schools.These records were created to document the workings of the Teachers and Schools Registration Board and its successor, the Council of Public Education (1906 - 1982). In 1982 the name of the board was changed to the Registered Schools Board.Units 1 - 6 of the P1 consignment are minutes recorded within leather-bound volumes with minutes for the period 1906 - 1975. Remaining units contain manilla folders with minutes of the Registered Schools Board for each monthly period. The date range of the minutes in these boxes is March 1983 - December 1996. Minutes for the period from 1976 to February 1983 cannot be located.Contents of the minutes include the names of those present at the meeting and apologies from those not present, welcomes to guests, confirmation of the minutes from the previous meeting, business arising from minutes, reports received, correspondence received, policy issues discussed, alterations and additions to Council regulations, special cases for consideration, appointments to and resignations from the Board, notice of next meeting, and the signature of the President of the Council of Public Education.Minutes for the later period also contain lists of applicants granted registration as teachers (with separate lists for Primary, Secondary to Year 9, Secondary to Year 12, Technical), lists of applicants not granted permission to teach, lists of applicants whose cases required special attention, and lists of schools receiving registration and comments thereon.

会议纪要内容包括：出席会议人员名单、缺席人员致歉函、来宾欢迎辞、上次会议纪要确认、由会议纪要衍生的后续事务、收到的报告与函件、讨论的政策议题、理事会规章的修订与增补、待审议的特殊案例、委员会的任免事项、下次会议通知，以及公共教育理事会主席的签署。
后期的会议纪要还额外包含：获批教师注册资格的申请人名单（其中分为小学、9年级及以下中学、12年级及以下中学、技术类四个独立子清单）、未获得教学许可的申请人名单、需特殊审议的申请人名单，以及获批注册的学校名单及相关备注。
