National Repository of Buildings

The [Reférentiel National des Bâtiments](https://rnb.beta.gouv.fr/) (RNB) is a digital public service, whose purpose is to create a new national reference data for the building, which has so far not existed and yet essential to the conduct of many public policies.

To do this, it lists all the buildings in the territory and associates them with a unique identifier, to facilitate the monitoring and crossover of building data for public administrations, local authorities and private actors.

GNI funding is provided jointly by the Ecological Transition Agency ([ADEME](https://www.ademe.fr/)), the Scientific and Technical Centre for Buildings ([CSTB](s)), the Directorate-General for Planning, Housing and Nature ([DGALN](−)) and the National Institute of Geographical and Forest Information ([IGN](→)).

The service is carried out at the Geocommuns factory, the incubator of the IGN, applying the method of the beta.gouv program of the Interministerial Directorate of Digital ([DINUM](https://www.numerique.gouv.fr/dinum/)).

The initial stock of buildings present in the GNI is essentially the result of a merger of the National Buildings Database ([BDNB](https://www.data.gouv.fr/fr/datasets/base-de-donnees-nationale-des-batiments/)), published by the Centre Scientifique et Technique du Bâtiment (CSTB) with the [BD Topo](−), published by the National Institute of Geographical and Forest Information ([IGN]).

The GNI update is also carried out by imports, when new vintages of BDNB and BD Topo are published, land law authorisation flows (ADS) from communities, as well as any other relevant administrative process flows. Indeed, the project to build a geocommune, all contributions are welcome to facilitate and reduce maintenance costs and optimise data quality.

The construction of the GNI is also carried out in collaboration with the geomatics data experts of the National Geolocalised Information Council ([CNIG](https://cnig.gouv.fr/gt-bati-a25939.html)). The [definition of the building](https://rnb.beta.gouv.fr/definition), within the meaning of GNI, has thus been validated by the CNIG Standards Commission.
