VPRS 6978 Progress Payments of Advances to Miners from the Unemployment Relief Fund

The Unemployment Relief Fund was established by Act 3866, "An Act to provide moneys for the relief of Unemployment Relief Tax which was to be credited to a special account established within the Treasury and called the Unemployment Relief Fund. A second Act, 3868, required the payment of a special stamp duty which was also to be paid into the fund. Initially the Fund was used to provide public works and sustenance payments for people who were unemployed. Act 4097, the Unemployment Relief Loan and Application Act, enabled the Governor-in-Council on the recommendation of the Treasurer and the Employment Council of Victoria to "make advances by way of loan or grant or both for expenditure on approved works for the relief of unemployment to any public authority." The advances were to be made "on such terms and subject to such conditions, restrictions and provisions as the Governor-in-Council thinks fit, or as are prescribed...." These conditions were to be specified in an agreement when the advance was in the form of a loan. The Act also provided for the reduction in interest to be paid where necessary and established that repayments form public authorities were to be credited to the Unemployment Relief Fund and State Loans Repayment Fund. This series comprises four volumes recording advances to Miners from the Unemployment Relief Fund. Each page shows financial year, application number, name and address of party (i.e. applicant e.g. J. Evans and party) locality, date, amount allocated and only additional allocation for explosives. Details of progress payments from the original allocation and from any subsequent grant made are then given. The details include period for which each payment is made, date the account was passed, number and amount of each payment, a running total of the amount expended and the balance remaining from the original (or subsequent) allocation.
