Map visualisation service (WMS) of the dataset: New Aquitaine partial: General Interest Program (PIG) — Perimeters (surfacic)

This dataset contains the perimeters of the Programs of General Interest (PIG) of the Nouvelle-Aquitaine region. ATTENTION: this dataset is not exhaustive on the Nouvelle-Aquitaine perimeter, it concerns the perimeter of the former Aquitaine region. Created in 1977, the Programmed Habitat Improvement Operations (OPAH) have been the main tool for the rehabilitation of urban centres and rural villages for thirty years. Other tools have been created to respond to territorial, technical and social specificities: declination of OPAH (rural, urban, degraded condominiums), General Interest Programs (PIG) and Thematic Social Programs (PST). Since the planned intervention on a given area, generally large — large agglomeration, extensive habitat basin, or even department, these territories with no significant urban and social dysfunctions, justifying an overall project — is a particular problem to be addressed, of a social or technical nature, OPHA is not an adequate tool, and must be preferred to it the procedure of the General Interest Programme (PIG), defined by regulation by Article R 327-1 of the Construction and Housing Code (CCH). The General Interest Programme (PIG) is an action programme initiated by local and regional authorities benefiting from an agreement on the delegation of aid to stone. It aims to provide solutions to specific problems relating to the improvement of housing in housing or buildings at different scales (agglomeration, housing basin, canton, country or even department). Thus the field of intervention can be the housing of students, young workers, the elderly or the disabled, the reduction of the number of vacant housing, the increase in the supply of social housing or the fight against diffuse insanitity... In addition, exceptional situations resulting from a disaster, whether natural or not, can be dealt with in the context of an IMP. The duration of the IMP is free, at the discretion of the local authorities, taking into account the context and local issues: one year, 3 years or more if a contractual framework is defined in advance between the programme partners. For the record: the General Interest Program is to be distinguished from the General Interest Project, also called PIG, provided for by the Urban Planning Code.本数据集包含新阿基坦（Nouvelle-Aquitaine）大区通用利益项目（Programs of General Interest, PIG）的实施范围。 注意：本数据集并未覆盖新阿基坦大区的全部地域，仅涉及原阿基坦大区的实施边界。 1977年设立的计划性人居改善作业（Programmed Habitat Improvement Operations, OPAH）三十年来始终是城市中心与乡村聚落更新改造的核心工具。为适配不同地域、技术与社会层面的特殊性，后续衍生出多种配套工具：包括OPAH的细分类型（乡村型、城市型、失修共管公寓楼群类）、通用利益项目（PIG）以及主题社会项目（Thematic Social Programs, PST）。 由于针对特定区域的规划干预通常覆盖范围较广——如大型聚居区、广域人居盆地乃至省级行政单元——而此类区域并无显著的城市与社会功能失调问题，仅需整体统筹的项目方案，此时OPAH并非适配工具，而应优先采用《建筑与住房法典》（Construction and Housing Code, CCH）第R327-1条规定的通用利益项目（PIG）流程。 通用利益项目（PIG）是由地方与大区当局发起的行动项目，可通过签署援助委托协议获得支持。其目标是为不同尺度（聚居区、人居盆地、县、乡乃至省级行政单元）下的住房或建筑人居改善相关特定问题提供解决方案。因此，其干预领域可涵盖学生、青年劳动者、老年人或残障人士的住房保障、空置住房减量、社会住房供给扩容，乃至整治普遍存在的卫生不达标问题等…… 此外，由自然灾害或其他灾害引发的特殊情形，也可通过通用利益项目（PIG）流程进行处置。 项目周期由地方当局根据实际情况与本地议题自主决定，可灵活设置：若项目参与方提前签订了契约框架，周期可为1年、3年或更长时长。 特此说明：通用利益项目（PIG）需与《城市规划法典》规定的通用利益工程（同样简称PIG）加以区分。
