A LDP is established on the initiative of a EPCI or a joint union. Its objective is to detail, specify and delineate locally the actions of the Urban Travel Plan of Ile-de-France (PDUIF). This document has regulatory and operational value. Because of its prescriptive nature, it makes it possible to direct the action of municipalities on all-mode travel systems with a general objective of sustainable development.
