The operation handle is connected with the one end portion and includes a handle operation part which is operable to be pressed. The penetration mechanism is configured to form the through hole in the sheet in conjunction with a pressing operation of the operation handle so as to allow the nonmetal staple to penetrate therein. The handle operation part is formed to extend from the one end portion toward the other end portion.
