The Influence Of Information Systems on Strategic Decision-Making In IT Network Companies

Abstract—Digital transformation has significantly reshaped how organizations make strategic decisions, particularly in information technology (IT) network companies. This study investigates the influence of information systems on strategic decision-making effectiveness by integrating DeLone and McLean’s Information Systems Success Model with the Resource-Based View (RBV). Using a mixed-method approach, data were collected from 50 IT network companies in Indonesia through structured surveys and in-depth interviews with key decision-makers. Quantitative analysis was performed using Structural Equation Modeling (SEM), while qualitative insights were extracted via thematic analysis. The results reveal that system quality, information quality, and service quality significantly influence both user satisfaction and system usage, which subsequently enhance strategic IS capabilities. These capabilities were found to positively impact decision-making effectiveness, operational excellence, and competitive advantage. Moreover, decision-making effectiveness and operational excellence also mediate the relationship between IS capabilities and competitive advantage. The findings contribute to both theory and practice by offering an integrated framework for understanding how IS capabilities drive competitive performance in dynamic IT environments.摘要——数字化转型已深刻重塑各类组织的战略决策范式，尤以信息技术（IT）网络企业为甚。本研究整合德龙与麦克林信息系统成功模型（DeLone and McLean Information Systems Success Model）与资源基础观（Resource-Based View，RBV），探究信息系统对战略决策有效性的影响机制。研究采用混合研究方法，通过结构化问卷与针对印度尼西亚50家IT网络企业关键决策者的深度访谈收集数据；定量分析采用结构方程模型（Structural Equation Modeling，SEM），定性分析则通过主题分析法提取核心洞察。结果显示，系统质量、信息质量与服务质量可显著正向影响用户满意度与系统使用行为，进而提升战略信息系统能力；此类能力对决策有效性、运营卓越性与竞争优势均存在积极作用。此外，决策有效性与运营卓越性还在信息系统能力与竞争优势的关系中发挥中介作用。本研究构建整合性分析框架，阐明动态IT环境下信息系统能力如何驱动竞争绩效，可为相关理论研究与实践应用提供参考。
