This volume consists of duplicated sheets forwarded to the Internal Audit Section relating to cost apportionment matters. It deals solely with cost apportionment policy and procedures relating to the Board and other organisations such as Local Government Authorities, Railways and other government agencies. It includes policies and procedures on apportionment on such matters as national works, footway restoration, contract prices, exhumations and out of ground expenses, and includes schedules and formulas for apportionment. The instructions appear to have been collated as a set in about 1954 and updated until 1956. The volume is numbered Book 1.
