Financial implementation under the EU Structural and Cohesion Funds for the 2007-2013 programming period

The National Fund Directorate at the Ministry of Finance has been designated as the Certifying Authority and the Authority responsible for receiving the funds under the Structural Funds and the Cohesion Fund (SCF) by Decision of the Council of Ministers No 988 of 27 December 2005, as well as by the Rules of Procedure of the Ministry of Finance.
As Certifying Authority, the Directorate performs its functions in accordance with the requirements of Article 61 of Council Regulation (EC) No 1083/2006, namely:
preparation and transmission to the European Commission of interim and final Certificates, Statements of Expenditure and Payment Applications for each Operational Programme;
— the information included in the Interim and Final Certificates, Statements of Expenditure and Payment Applications, which is accurate, resulting from reliable accounting systems and drawn up on the basis of documents of expenditure which can be verified that the expenditure declared has been incurred for operations approved for funding under the criteria applicable to the operational programme and in accordance with European and national rules;
— ensuring, for certification purposes, the receipt of adequate information from the Managing Authority (MA) on the procedures and verification of expenditure included in the Certification Report and Declaration of Eligible Expenditure.
The attached information is prepared on a monthly basis by the National Fund Directorate at the Ministry of Finance. The table contains information on the budget of the Operational Programmes 2007-2013, allocated to European and national funding, the tranches received from the European Commission (advance and interim) and the funds paid to beneficiaries under the programmes (European and national funding).
The summary provides information on the implementation of the Operational Programmes 2007-2013 from the beginning of the programming period until the last date indicated in the note.

本附件所载信息由财政部国家基金管理局按月编制。表格涵盖2007-2013年各运营计划的预算信息，包括分配的欧盟资助与本国资助资金、欧洲委员会拨付的批次款项（预付款与中期款项），以及根据计划向受助方支付的资金（含欧盟资助与本国资助）。
