The perimeter of prior authorization of rental

The Rental Permit To strengthen the measures already applied in the territory, the City has adopted the prior authorisation for leasing known as a ‘lease permit’. This tracking device provided for by the ALUR law, competence of the European Metropolis of Lille, is applicable since April 1, 2019. The rental permit is established in 14 districts of the Roubaies territory which represent for the city an important issue of treatment of the degraded habitat All private landlords of dwellings, built before 1974, are obliged to apply for a rental permit before any new rental and at each change of tenant.租赁许可（Rental Permit） 为强化辖区内已推行的管理措施，里尔欧洲都会区（European Metropolis of Lille）出台了名为"租赁许可"的租赁前置审批制度。这项由ALUR法（ALUR Law）确立、由里尔欧洲都会区主管的租赁溯源监管机制，自2019年4月1日起正式实施。本市部分区域的房屋出租人需在开展任何新租赁活动前取得该租赁许可。 该租赁许可覆盖鲁贝（Roubaies）辖区内的14个街区，该区域亦是本市整治劣质地段住房的重点治理范畴。所有在1974年之前建成的住宅的私人出租人，需在每一次新租赁签订及承租人变更前，申请办理租赁许可。
