Summer has particularities compared to other seasons: long days, closure of services, increase in temperatures, increase in free time. Other uses take place (organization of free time, work, living in public spaces, etc.) and make summer a time marker. Summer is also an indicator of inequalities in access to leisure and holidays. The challenge is to take this particular time into account by articulating all public policies:culture, sport, mobility, urban planning, etc. Indeed, the European Metropolis of Lille has adopted a metropolitan strategy in terms of time policy, implemented by the Time Office. Conducting a temporal policy means contributing to improving the articulation of citizens' living times (social, professional, leisure, study, etc.) by setting up actions to structure the rhythms of the territory (shifting of working hours, concierge services, opening hours of administrations, etc.). The organization of annual events are planned to sensitize elected officials, agents, actors of the territory and the general public to temporal issues and thus advance the consideration of this variable in metropolitan projects. The next highlight will be the summer, on December 3, 2019.
与其他季节相比,夏季具备鲜明独特性:白昼更长、部分公共服务关停、气温攀升、闲暇时间增加。由此催生的各类活动形态(如闲暇规划、工作安排、公共空间日常活动等)使夏季成为明确的时间标识。同时,夏季也是休闲与假期获取不平等现象的直观体现。当前的核心挑战在于,需统筹文化、体育、交通、城市规划等各项公共政策,充分考量这一特殊时段的影响。 里尔欧洲都会区(European Metropolis of Lille)已制定时间治理领域的都会区战略,由时间办公室(Time Office)负责落地实施。推行时间治理政策,旨在通过一系列举措构建区域生活节奏(如弹性工时、便民托管服务、行政机构办公时长调整等),优化市民各类生活时间的统筹协调,涵盖社交、职场、闲暇、学习等场景。 主办方计划举办年度主题活动,以提升民选官员、区域行政人员、各类利益相关主体及广大公众对时间治理议题的认知,进而推动将时间维度纳入都会区项目的考量范畴。下一场重点活动将于2019年12月3日以“夏季”为主题举办。
