Scot du Haut Jura made enforceable since 2 February 2018.

The Law on Solidarity and Urban Renewal (SRU Law) of 13/12/2000 provides for the establishment, as of 1 January 2002, of territorial coherence schemes, which replace the master plans. Drawn up by the elected representatives, at the level of the basin of life, housing or employment, they will be designed to express the overall strategy of the agglomeration and to set out the main choices in terms of housing, balance between natural and urban areas, infrastructure and commercial urban planning. In peri-urban areas, in the event that SCOT does not exist, any urbanisation area will be blocked, unless the prefect agrees, within a radius of 15 km around the municipalities of the agglomeration if it has more than 15,000 inhabitants.
These data correspond to a definition of a macroscopic SCOT: the content of the SCOT which includes a presentation report, a development and sustainable development project (DDAP), regulation and guidance document is not covered in this data.

本区划由2020年有效的全部领土连贯性规划（SCOT，Territorial Coherence Scheme）边界组成，地理信息系统（GIS）工作组于2020年11月10日完成该图层制作。

原汝拉南部（EX Jura South）的市镇存在区划调整：上述市镇不再隶属于上汝拉SCOT（HAUT JURA），同时也未被纳入隆斯SCOT（Scot de Lons）。
注：截至2020年1月1日，「翡翠之地（Terre d’Emeraude）」正式设立。

2019年6月11日发布的行政政令，批准勒弗拉努瓦（Le Frasnois）、萨弗洛（Saffloz）和马里尼（Marigny）3个市镇于2019年7月1日并入汝拉尚帕尼奥勒-努瓦罗伊市镇共同体（CC Champagnole Nozeroy Jura），上述市镇原隶属于湖泊之地市镇共同体（CC Pays des Lacs）。

2017年12月27日发布的行政政令，划定了覆盖汝拉尚帕尼奥勒-努瓦罗伊市镇共同体、阿尔布瓦-波利尼、萨兰、汝拉之心（Heart of Jura）辖区的SCOT边界。
上汝拉SCOT（Scot du Haut Jura）自2018年2月2日起正式施行。

2000年12月13日颁布的《团结与城市更新法》（Law on Solidarity and Urban Renewal，SRU法）规定，自2002年1月1日起设立领土连贯性规划以取代总体规划。该规划由民选代表基于生活、住房或就业流域编制，旨在阐明城市群的整体战略，并明确住房、自然与城市空间平衡、基础设施及商业城市规划等领域的核心选择。在郊区地带，若人口超过1.5万的城市群周边15公里范围内未制定SCOT，则任何城市化区域开发均将被禁止，除非经省长批准。

本数据集仅对应宏观层面的SCOT定义：包含汇报文件、开发与可持续发展项目（DDAP）、规制与指导文件在内的SCOT完整内容未被纳入本数据集。
