XAI-Gov study bundle v1.0.0: From Veto to Safe Substitution

Study bundle for the manuscript "From Veto to Safe Substitution: CorrectiveCapacity, Not Intervention Authority, Determines Whether Algorithmic OversightHelps or Harms." Contents:- runs/: 940 hash-chained simulation runs (640 from the preregistered confirmatory campaign, 16 arms x 40 seed-paired replicates; 300 from the intervention-cost and disruption-severity parameter sweeps). Each run's decision log can be verified with `xai-gov verify-log <run>`.- campaign/: study bundle, digest, manuscript tables, per-arm aggregates, diagnostics, sweep report and all figures at 300 dpi.- calibration/: posterior predictive calibration against 30 M5 store-by-category demand series at weekly cadence.- configs/: every experiment, campaign and network configuration.- PROVENANCE.txt and SHA256SUMS: source commit and file checksums. The M5 demand series are not redistributed, in accordance with their license;regenerate them from the original competition data with `make m5`.
