VPRS 12809 General Files, Corporate Development Division

This series is a collection of records created/collected by various Groups within the Corporate Development Division of the Public Transport Corporation (PTC) for the period 1989 to 1997. The series also contains records of the previous branches of the Victorian Railways VA 2876, the Metropolitan Transit Authority, VA 1044 and the State Transport Authority VA 1038.The Corporate Development Division was responsible for:-The preparation of the Corporate Plan and the Business Plan.- The development of PTC policies with regard to investment, concessions, customer commitment, pricing, cost recovery, staff issues, and overall Corporate Strategy and direction.- The conduct of studies of major strategic nature to determine feasibility prior to full development. These studies covered all operational and infrastructure aspects of the Corporation.- Adequate assessment of all investment proposals including those related to network or service rationalisation. All investment evaluation reports and requests for capital monies were assessed by the Corporate Investment Panel (CIP) which comprised: Chief Executive Officer, Director, Planning and Marketing, Managing Director, V/Line Freight, a representative of the Department of Transport and the company Secretary.- The preparation of an appraised and approved project listing each year for incorporation in the annual budget and undertook post construction audits. Capital budgeting and planning activities were integrated and the Division provided five year forward capital budgets.- Evaluation of a number of projects which had impact on the Corporation's business, including the Docklands redevelopment, the Western and Southern bypasses, the Federation Square redevelopment and a major study into the potential for consolidating the PTC's suburban and country passenger train operations at Flinders Street Station.The series comprises files relating to special studies, major projects, corporate policy issues, heritage and tourist railways.
