Avahan CMIS Data

Avahan - the India AIDS Initiative is a large scale HIV prevention intervention funded by Bill & Melinda Gates Foundation. It Focuses on high-risk groups in selected districts of the six states most affected by the HIV/AIDS epidemic (Maharashtra, Karnataka, Tamil Nadu, Andhra Pradesh, Nagaland and Manipur) and along the national highways. Avahan had seven lead implementing partners (LIPs) working in six states who were responsible for implementing prevention interventions for female sex workers, high-risk men who have sex with men, and injecting drug users through sub-grants to grassroots NGOs. Two grantees were responsible for programming for men at risk. FHI 360 was responsible for coordinating at pan-Avahan level routine monitoring through output level indicators, whose collection was driven by LIPs. A standard set of core indicators were established in the year 2005 called as P2 indicators. The Data files consist of the routine programme monitoring data collected on the standard set of monthly indicators from the LIPs over the Phase I and Phase II of Avahan. The indicators are classified as follows for HRGs 1. Key Indicators (Subset of P2) - 22 Indicators Jan 05 onwards 2. P2 Indicators - 39 Indicators (Jan 07 onwards) 3. P2 Phase II Indicators - 36 Indicators(N ov 09 onwards) Key Indicators Size estimation and program infrastructure: Size estimation of KPs by type. Number NGOs and intervention districts/towns/sites, project sites by type(DIC, clinic, etc), intervention related staff, trainings, estimated sex acts/IDUs. Outreach and Condom uptake: Includes individuals tracked, contacted by the program, discontinued KPs(not accessedservice), condom/needle syringe distribution among KPs. Clinic Uptake: Individual KPs accessing clinical services, type of visit(STI, RMC, etc), STI consultaltions, STI syndromes treated by type, counseling, referrals (ICTC, TB-DMC, ART). Enabling Environment: Explores issues such as reporting of violence/crisis to KPs and addressed by the program. Community mobilization: Members of community groups, number attending meetings, membership in district level committees (DAC).

Avahan——印度艾滋病倡议（India AIDS Initiative）是由比尔及梅琳达·盖茨基金会（Bill & Melinda Gates Foundation）资助的大规模艾滋病预防干预项目。该项目聚焦于六个受艾滋病疫情影响最为严重的邦（马哈拉施特拉邦、卡纳塔克邦、泰米尔纳德邦、安得拉邦、那加兰邦与曼尼普尔邦）的选定区域，以及国家公路沿线的高危人群。
项目共设有7家核心执行合作伙伴（Lead Implementing Partners, LIPs），在六个邦内开展工作，通过向基层非政府组织（Non-Governmental Organization, NGO）拨付次级资助，为女性性工作者、高危男男性行为者及注射吸毒者（Injecting Drug Users, IDUs）提供艾滋病预防干预服务；另有两家受资助方负责为高危男性群体开展相关项目工作。
FHI 360负责在全项目层面协调常规监测工作，监测以产出指标为核心，数据收集工作由各核心执行合作伙伴推进。项目于2005年确立了一套标准核心指标体系，即P2指标。
本数据集文件涵盖了Avahan项目一期与二期期间，各核心执行合作伙伴上报的、基于标准月度指标体系的常规项目监测数据。相关指标按高危人群（High-Risk Groups, HRGs）分类如下：
1. 核心指标（P2指标子集）：2005年1月起启用，共包含22项指标
2. P2指标：2007年1月起启用，共包含39项指标
3. P2二期指标：2009年11月起启用，共包含36项指标
各类指标具体覆盖范畴如下：
- 核心指标：包含规模估算与项目基础设施模块，具体为按类型划分的关键人群（Key Populations, KPs）规模估算、非政府组织数量及干预区域/城镇/服务点数量、按类型划分的项目服务点（如诊疗干预中心（DIC）、诊所等）、干预相关工作人员数量、培训情况、预估性交易行为/注射吸毒者数量。
- 外展服务与安全套使用覆盖：涵盖项目追踪与接触的个体、中断服务的关键人群（未获得服务者）、关键人群的安全套/注射针具分发情况。
- 临床服务覆盖：包括接受临床服务的关键人群个体、就诊类型（如性传播感染（Sexually Transmitted Infection, STI）诊疗、常规医疗检查等）、性传播感染咨询、按类型划分的性传播感染综合征诊疗情况、咨询服务及转诊情况（如艾滋病综合咨询检测中心（Integrated Counseling and Testing Center, ICTC）、结核病防治管理中心（TB-DMC）、抗逆转录病毒治疗（Antiretroviral Therapy, ART）机构）。
- 赋能环境：探讨项目针对关键人群的暴力/危机事件上报与应对相关议题。
- 社区动员：涵盖社区小组成员数量、参会人员数量、地区级委员会（District Advisory Committee, DAC）成员情况。
