An urban transport area concerns the territory of a municipality or the territorial jurisdiction of a public establishment which has been entrusted with the task of organising public passenger transport. At the request of the mayor or the president of the public establishment, the representative of the State shall record the establishment of the perimeter, after consulting the General Council in the event that the departmental plan is concerned. [.] In the overseas departments, the representative of the State, on a proposal from the mayor or the president of the public establishment, may define a perimeter excluding certain parts of the territory of the municipality. The urban transport perimeter may also include several adjacent municipalities which have decided to organise a public passenger transport service in public. The establishment and the delimitation of this perimeter are determined by the representative of the State at the request of the mayors of the municipalities concerned after the opinion of the general council.Only the PTUs in preparation or validated are part of this class of objects.Except in particular cases defined by law, the decree establishing an urban community or an urban community or the order transforming a public institution of intercommunal cooperation into a community of conurbations or into an urban community shall constitute the establishment of an urban transport perimeter in accordance with the law on urban solidarity and renewal.The boundaries over which the SRU mixed unions, created by application of the SRU law, do not exercise urban transport powers.

城市交通区域（urban transport area）指承担公共客运组织职责的市镇辖区，或受托开展公共客运工作的公共机构的管辖范围。应市镇市长或公共机构负责人的提请，国家代表在涉及省域规划时需征询省议会意见，随后对该边界范围的设立予以备案。[.]
在海外省范围内，国家代表可应市镇市长或公共机构负责人的提议，划定排除市镇部分辖区的城市交通边界范围。
城市交通边界范围还可涵盖若干已决定联合提供公共客运服务的相邻市镇。
该边界范围的设立与划定，由国家代表应相关市镇市长的提请，并征询省议会意见后确定。
仅处于筹备阶段或已获核准的公共交通运营主体（PTUs）方可归入此类对象范畴。
除法律另行规定的特殊情形外，设立城市共同体的政令，或将跨市镇合作公共机构改组为都市区共同体或城市共同体的命令，均应依据《城市团结与更新法》的规定，视为城市交通边界范围的设立。
依据《城市团结与更新法》设立的SRU混合联合体（SRU mixed unions），其管辖边界不享有城市交通管理职权。
