Implementation report of the Management Risk Prevention Plan

The Council for the Prevention of Corruption (CPC), an independent administrative body created by Law No 54/2008 of 4 September 2008, works with the Court of Auditors and is active at national level in the area of corruption prevention. In its recommendation No. 1/2009, of 1 July, it stipulated that all entities managing money, values and public assets, including the Portuguese Environment Agency, should adopt Plans for the Prevention of Corruption Risks and Related Infringements (PPRCIC), and the APA prepared and approved its Plan for the Prevention of Corruption Risks and Related Infringements in March 2015. Subsequently, and following the recommendation of 1 July 2015, the CPC considered that the CRCPs should extend their scope and integrate management risks arising from all activities of public bodies, the APA having revised and updated its Plan, and approved in December 2018 the Management Risk Prevention Plan, including corruption risks and related infringements-2018. The preparation of these plans is part of the fight against corruption already identified and highlighted by the European Commission, the Mérida Convention as well as the Council of Europe Group of States against Corruption (GRECO) in a recommendation to Portugal.
反腐败委员会(Council for the Prevention of Corruption, CPC)系2008年9月4日第54/2008号法律设立的独立行政机构,与审计法院协作,在国家层面开展反腐败预防工作。 在2009年7月1日发布的第1/2009号建议书中,该委员会规定,所有管理资金、有价证券及公共资产的主体(包括葡萄牙环境署(Portuguese Environment Agency, APA))均应制定《腐败风险及相关违规预防计划(Plans for the Prevention of Corruption Risks and Related Infringements, PPRCIC)》;葡萄牙环境署于2015年3月编制并获批了该计划。 此后,根据2015年7月1日的建议书要求,反腐败委员会认为此类腐败风险及相关违规预防计划应扩大适用范围,纳入公共机构所有活动产生的管理风险;葡萄牙环境署随之对其计划进行修订更新,并于2018年12月获批了涵盖腐败风险及相关违规行为的《2018年管理风险预防计划》。 此类计划的编制是反腐败斗争的组成部分,这一要求已得到欧盟委员会、《梅里达公约》以及欧洲委员会反腐败国家小组(Group of States against Corruption, GRECO)在致葡萄牙的建议书中的明确认可与强调。
