Services of generalinterest.Topics: This round of Eurobarometer surveys diverges from standardtrend topics. Respondents were asked if they had heard of the EuropeanConstitution, whether they were for or against the EuropeanConstitution and why, where they obtained information regarding theEuropean Constitution, and whether they would exercise the ´citizensright of initiation´ described in the draft of the EuropeanConstitution. The surveys also solicited respondents´ opinions withrespect to the state of both the national and European economy, theirassessment of the employment situation, social welfare, and the overallquality of life in their individual countries and how it compared toother EU countries, their outlook for the economy, and their opinion oftheir overall quality of life. The surveys also inquired about therespondents´ experiences with vocational training such as the extentand nature of information and communication technology trainingreceived, sources of funding for such training, recent and futureparticipation in vocational training, and what sorts of training therespondents believed would help them to advance in their careers.Additional questions were asked about what specific environmentalissues were of concern to them, and whether or not priority should begiven to economic or environmental policies. Respondents were alsoasked to describe their personal efforts made towards conservation ofthe environment and what level of government they felt should beresponsible for overseeing environmental conservation. There were alsoseveral questions pertaining to information and communicationtechnology. Respondents were asked what technological devices were mostprevalent in their daily (both professional and personal) lives, towhat extent they made use of computers and the Internet, whether or notthey had received information and communication technology training,and whether or not they were able to telework. Finally, respondentswere asked to describe the services of general interest (telephone,electric, water, postal, public transit) available to them and whichwere most used, the affordability of these services, and the quality ofthe services that they received. Demography: Respondent´s age, gender, nationality, marital status,left-right political self-placement, occupation, age at completion ofeducation, household income, type and size of locality, and region ofresidence.

本数据集对应的欧洲晴雨表（Eurobarometer）调查核心议题包括：欧洲宪法、里斯本议程（Lisbon Agenda）、教育、环境、信息与通信技术、通用利益服务（Services of general interest）。本轮欧洲晴雨表调查脱离了标准趋势性议题范畴，具体调查内容如下：受访对象被询问是否知晓欧洲宪法、对欧洲宪法的支持或反对态度及理由、获取欧洲宪法相关信息的渠道，以及是否愿意行使欧洲宪法草案中规定的"公民倡议权"。本次调查还征集了受访对象对于本国及欧盟整体经济状况的看法、对本国就业形势、社会福利与国民整体生活质量的评价，以及本国生活质量与其他欧盟成员国的对比情况、对经济前景的展望，还有对自身整体生活质量的评价。调查还询问了受访对象的职业培训相关经历，包括已接受的信息与通信技术（Information and Communication Technology）培训的规模与类型、此类培训的资金来源、近期及未来的职业培训参与意愿，以及受访对象认为有助于自身职业发展的培训类型。另有部分问题涉及受访对象关切的具体环境议题，以及是否应当优先发展经济政策还是环境政策；受访对象还被要求阐述自身在环境保护方面的个人实践，以及他们认为哪一级政府应当负责监督环境保护工作。另有若干问题围绕信息与通信技术展开：受访对象被询问日常（包括工作与生活场景中）最常用的科技设备类型、计算机与互联网的使用程度、是否接受过信息与通信技术培训，以及是否具备远程办公能力。最后，受访对象被要求说明自身可获取的通用利益服务（包括电话、电力、供水、邮政、公共交通）、最常使用的服务类型、此类服务的可负担性以及所接受服务的质量。本次调查收集的人口统计学变量包括：受访对象的年龄、性别、国籍、婚姻状况、左右派政治立场自我归类、职业、完成学业时的年龄、家庭收入、居住地区的类型与规模，以及居住区域。
