The Perimeter of areas exposed to natural hazards was approved by prefectural decree of 26 February 1992 adopted pursuant to Article R 111.3 of the Urban Planning Code. Article R111.3 of the CU has been PPR since Law No 95-101 of 02 February 1995. Following a collapse on 22 August 1992, the delimitation of areas at risk of land movement in the municipality of Bargemon was amended by prefectural decree approved on 1 February 1994. For natural PPRs, the Environmental Code defines two categories of zones (L562-1): risk-exposed areas and areas that are not directly exposed to risks but where measures can be foreseen to avoid exacerbating the risk. Depending on the hazard level, each area is subject to an enforceable settlement. The regulation of the Bargemon Field Movements PPR distinguishes two types of areas: 1- ‘inconstructible areas’, known as ‘areas 1’ (or generally red zones), where the hazard level is high and the general rule is the prohibition on construction; 2- “Building zones with implementation of parades”, so-called “zones 2”, (or generally blue zones) where the hazard level is average and the projects are subject to requirements adapted to the type of issue;1992年2月26日，依据《城市规划法典》（Urban Planning Code）第R.111-3条制定的省法令，正式批准了受自然灾害风险影响区域的边界范围。 自1995年2月2日第95-101号法律施行以来，《城市规划法典》第R.111-3条即被纳入自然风险防治规划（Preventive Natural Risk Plan，简称PPR）的法定框架。 1992年8月22日发生土体移动事件后，1994年2月1日经核准的省法令对巴尔热蒙市镇内的土体移动风险区域划定范围作出修订。 针对自然风险防治规划（PPR），《环境法典》（Environmental Code）第L.562-1条将相关区域划分为两类：受风险直接影响区域，以及虽未直接面临风险但可采取防控措施避免风险加剧的区域。 根据风险等级差异，每类区域均需遵守具有强制约束力的建设管控规则。 巴尔热蒙土体移动风险防治规划（PPR）的管控细则将区域划分为两类： 1. “禁止建设区”，即“1类区域”（通常称为红区），该区域风险等级较高，原则上禁止一切建设行为； 2. “需落实防护措施的建设区”，即“2类区域”（通常称为蓝区），该区域风险等级中等，建设项目需根据风险类型适配相应管控要求。
