Expert Perceptions of Foreign Policy Strategies in Estonia, Hungary, and Greece: Orientations Before and After the Outbreak of the Russia–Ukraine War

This file contains the aggregated results of an expert survey on foreign policy strategies in Estonia, Hungary, and Greece before and after the outbreak of the Russia–Ukraine war. The survey was conducted as part of the University of Pécs funded project Competing Foreign Policy Strategies on the EU’s Eastern Flank Before and After the Outbreak of the Russia–Ukraine War (project code: 009_2025_PTE_RK/12), which examines small state responses along the EU’s eastern border to the Russia–Ukraine war.

Data were collected through LimeSurvey between 13 February and 13 March 2026. Potential respondents were identified through Google Scholar searches based on their publications on the foreign policy of Estonia, Hungary, or Greece. Selected experts were invited by email, with follow-up reminder messages sent during the fieldwork period. Invitees could open the survey and indicate lack of relevant expertise; in such cases, the questionnaire automatically terminated.

The original target was 150 experts (50 per case study), and the file contains 44 valid responses. The dataset includes respondent background variables, specifically professional seniority, country of origin, and country of expertise, as well as aggregated responses to questions on pre-2022 and post-2022 foreign policy orientations, small state behavior, support for Ukraine, positions within the EU and NATO, energy diversification, and relations with Russia, China, and the transatlantic alliance.

本数据集收录了俄乌战争爆发前后，针对爱沙尼亚、匈牙利与希腊外交政策策略的专家调研汇总成果。该项调研是佩奇大学（University of Pécs）资助项目《俄乌战争爆发前后欧盟东部侧翼的外交政策策略博弈》（项目编号：009_2025_PTE_RK/12）的组成部分，该项目聚焦探究欧盟东部边境小国对俄乌战争的应对举措。

调研数据于2026年2月13日至3月13日期间通过LimeSurvey平台采集。潜在受访专家通过谷歌学术（Google Scholar）检索筛选，依据其发表的爱沙尼亚、匈牙利或希腊外交政策相关学术文献确定人选。入选专家将通过电子邮件收到调研邀请，调研实施期间会发送跟进提醒邮件。受邀者可打开问卷并说明自身不具备相关专业资质，此时问卷将自动终止。

本次调研原定目标样本量为150名专家（每个案例研究对应50名），本数据集包含44份有效回复。数据集涵盖受访者背景变量，具体包括职业资历、所属国家及专长领域国家；同时包含针对2022年俄乌战争爆发前及爆发后外交政策取向、小国行为模式、对乌支持立场、欧盟与北约内定位、能源多元化战略以及与俄罗斯、中国及跨大西洋同盟关系等议题的汇总调研结果。
