###一 般 备 注 :### 全港人口及就业数据矩阵(下称「数据矩阵」)由规划署编制,并定期约每隔两至三年更新,以配合已更新的人口推算。「数据矩阵」提供全港人口及就业分布未来年份的推算数据,供与发展或服务规划相关的政府部门及持份者作参考之用。由于「数据矩阵」的其中一个主要目的是为策略性运输模型提供基础,有关数据是依照运输署进行「提升整体运输研究模型-可行性研究」的建议,按规划数据地区而编制的。 以2019年为基础年期的全港人口及就业数据矩阵(下称「2019基年数据矩阵」)于二零二一年完成,采用政府统计处于二零二零年九月公布的全港人口推算作为规限总数。这套「数据矩阵」包括基年(即二零一九年)就人口及就业人数的估算数字,以及未来的两个年份(即二零二六年和二零三一年)的推算数字,并按26个规划数据地区划分有关的人口及就业人数数据,再归纳为五个次区域(见[图一](https://www.pland.gov.hk/pland_sc/resources/population_data/tpedm19/index.html#Map1))。 「2019基年数据矩阵」的编制方式大致沿用「以2016年为基础年期的全港人口及就业数据矩阵」的方式,当中的估算及推算是采用不同的假设而得出的,而这些假设是根据未来全港人口、就业结构、经济增长,以及相关政府部门、半政府机构及私营界别的已规划及最新已知的发展建议而作出的,日后发展所作的假设或会有所更改。须注意的是「2019基年数据矩阵」尚未反映规划署在二零二一年十月公布《香港2030+: 跨越2030年的规划远景与策略》下的全港发展策略。 ###特 别 备 注 :### ***人 口 的 涵 盖 范 围*** 「2019基年数据矩阵」中的人口是指陆上「居港人口」。「居港人口」包括「常住居民」和「流动居民」,外籍家庭佣工亦已计算在内。 「常住居民」指两类人士:(i)在统计时点之前的6个月内,在港逗留最少3个月,又或在统计时点之后的6个月内,在港逗留最少3个月的香港永久性居民,不论在统计时点他们是否身在香港;及(ii)在统计时点身在香港的香港非永久性居民。 对于不是「常住居民」的香港永久性居民,如他们在统计时点之前的6个月内,在港逗留最少1个月但少于3个月,又或在统计时点之后的6个月内,在港逗留最少1个月但少于3个月,不论在统计时点他们是否身在香港,会被界定为「流动居民」。 人口的地区分布通常以居住地点为基础,因此某一个地区的人口数目即是在该地区居住的人数。 ***就 业 人 数 的 涵 盖 范 围*** 就业人数是指在港的机构单位的全职或兼职职位总数,包括在职东主、自雇人士、临时雇员所担任的职位和外籍家庭佣工,但不包括在香港以外的机构单位的职位。 就业人数按所持有的职位数目计算,因此持有超过一个职位的人士会分开计算。不过,职位空缺则不会计算在内。 就业人数的地区分布通常以工作地点为基础,因此某一个地区的就业人数即是在该地区的职位数目。 ***地 理 分 界 系 统*** 这套「2019基年数据矩阵」所按的地理分界系统,是以两个层面列出人口及就业人数分布的估算和推算,分别为规划数据地区和次区域。 ***规 划 数 据 地 区*** 在规划数据地区的层面,共划分为26个规划数据地区(见[图一](https://www.pland.gov.hk/pland_sc/resources/population_data/tpedm19/index.html#Map1))。由于编制「数据矩阵」的其中一个主要目的是为策略运输规划,在制定地理分界系统时,主要是考虑道路和公共运输的可达性、土地用途或交通网络的预期改动,以及活动的一致性/是否主要属于某一土地用途。此外,亦须考虑与人口普查所采用的地理分界系统(即小规划统计区和街段)是否相配,以配合在编制过程中可使用人口普查的结果。不过,规划数据地区的界线有别于区议会地区的界线(即选区分界)及新市镇的界线(由土木工程拓展署和规划署为新市镇发展目的而划定的界线)。 ***次 区 域*** 整个香港亦可分为都会区、新界西北、新界东北、新界东南和新界西南五个次区域。每个次区域由多个规划数据地区组成。这五个次区域与26个规划数据地区的对照载述如下,另可参见[图一](https://www.pland.gov.hk/pland_sc/resources/population_data/tpedm19/index.html#Map1)。 ###次区域与规划数据地区的对照### 都会区包括香港岛(中西区、湾仔、东区和南区)、九龙(油麻地、旺角、深水埗、九龙城、观塘和黄大仙)及新市镇(荃湾、葵涌[1]和青衣[1])的规划数据地区; 新界西北包括新市镇(屯门、元朗和天水围)及其他地区(新界西北(其他地区))的规划数据地区; 新界东北包括新市镇(沙田、马鞍山[2]、大埔和粉岭/上水)及其他地区(新界东北(其他地区))的规划数据地区; 新界东南包括新市镇(将军澳)及其他地区(新界东南(其他地区))的规划数据地区;以及 新界西南包括新市镇(北大屿山)及其他地区(新界西南(其他地区))的规划数据地区。 [1] 属荃湾新市镇的一部分 [2] 属沙田新市镇的一部分 多种格式的数据集可于API中下载。 ###免责声明### ***「2019基年数据矩阵」是根据许多详细的假设而编制的。当这些假设有任何变更时,所得出的结果可能会截然不同。尽管规划署编制「2019基年数据矩阵」时,已尽量采用当时可能得到的最佳假设和数据源,但参考当中数据的人士必须决定有关数据是否适合作某一目的或用途。对于使用数据而造成的任何后果,政府概不负责。***

### General Notes ### The Territorial Population and Employment Data Matrix (hereinafter referred to as the "Data Matrix") is compiled by the Planning Department and updated regularly at approximately two to three-year intervals to align with updated population projections. The "Data Matrix" provides projected population and employment distribution data for Hong Kong across future years, for reference use by government departments and stakeholders involved in development or service planning. As one of the primary purposes of the "Data Matrix" is to provide a foundation for strategic transport modelling, the data is compiled based on Planning Data Areas in accordance with recommendations from the Transport Department's "Enhancement of Overall Transport Study Models - Feasibility Study". The 2019 Base-year Territorial Population and Employment Data Matrix (hereinafter referred to as the "2019 Base-year Data Matrix") was completed in 2021, using the territorial population projections published by the Census and Statistics Department in September 2020 as the control total. This "Data Matrix" includes estimated figures for the base year (i.e., 2019) for population and employment numbers, as well as projected figures for two future years (i.e., 2026 and 2031). Population and employment data are divided across 26 Planning Data Areas, and further aggregated into five sub-areas (see [Figure 1](https://www.pland.gov.hk/pland_sc/resources/population_data/tpedm19/index.html#Map1)). The compilation method of the "2019 Base-year Data Matrix" largely follows that of the "2016 Base-year Territorial Population and Employment Data Matrix". The estimates and projections are derived based on various assumptions, which are formulated in accordance with future Hong Kong population, employment structure, economic growth, and pre-planned and latest known development proposals from relevant government departments, semi-government agencies and the private sector. Assumptions for future developments may be revised from time to time. It should be noted that the "2019 Base-year Data Matrix" does not yet reflect the territorial development strategy under the "Hong Kong 2030+: Planning Vision and Strategy Beyond 2030" published by the Planning Department in October 2021. ### Special Notes ### #### Coverage of Population #### The population covered in the "2019 Base-year Data Matrix" refers to the land-based "Hong Kong-resident population". The "Hong Kong-resident population" includes "usual residents" and "non-usual residents", and foreign domestic helpers are also included in the count. "Usual residents" refer to two categories of persons: (i) Hong Kong permanent residents who have resided in Hong Kong for a minimum of 3 months within the 6 months preceding the statistical reference point, or for a minimum of 3 months within the 6 months following the statistical reference point, regardless of whether they are in Hong Kong at the statistical reference point; and (ii) Hong Kong non-permanent residents who are present in Hong Kong at the statistical reference point. Hong Kong permanent residents who are not "usual residents" shall be classified as "non-usual residents" if they have resided in Hong Kong for a minimum of 1 month but less than 3 months within the 6 months preceding the statistical reference point, or for a minimum of 1 month but less than 3 months within the 6 months following the statistical reference point, regardless of whether they are in Hong Kong at the statistical reference point. The geographical distribution of population is usually based on place of residence, so the population number for a particular area refers to the number of persons residing in that area. #### Coverage of Employment Numbers #### Employment numbers refer to the total number of full-time or part-time positions in institutional units located in Hong Kong, including positions held by working owners, self-employed persons and casual employees, as well as foreign domestic helpers. Positions in institutional units located outside Hong Kong are not included. Employment numbers are calculated based on the number of positions held, so persons holding more than one position will be counted separately. However, job vacancies are not included in the count. The geographical distribution of employment numbers is usually based on place of work, so the employment number for a particular area refers to the number of positions located in that area. #### Geographical Boundary System #### The "2019 Base-year Data Matrix" uses a two-tier geographical boundary system to present estimates and projections of population and employment distribution, namely Planning Data Areas and Sub-areas. #### Planning Data Areas #### At the Planning Data Areas level, the territory is divided into 26 Planning Data Areas (see [Figure 1](https://www.pland.gov.hk/pland_sc/resources/population_data/tpedm19/index.html#Map1)). As one of the primary purposes of compiling the "Data Matrix" is for strategic transport planning, the geographical boundary system was developed primarily with reference to road and public transport accessibility, land use or anticipated changes to transport networks, and consistency of activities/ whether an area is predominantly of a particular land use. In addition, consideration was given to alignment with the geographical boundary system used in the population census (i.e., small planning statistics areas and street blocks) to facilitate the use of population census results during the compilation process. However, the boundaries of Planning Data Areas differ from those of District Council constituencies and new town boundaries (delineated by the Civil Engineering and Development Department and the Planning Department for new town development purposes). #### Sub-areas #### The entire territory of Hong Kong may also be divided into five sub-areas: Metropolitan Area, Northwest New Territories, Northeast New Territories, Southeast New Territories and Southwest New Territories. Each sub-area is composed of multiple Planning Data Areas. The cross-reference between these five sub-areas and the 26 Planning Data Areas is set out below, and may also be referred to in [Figure 1](https://www.pland.gov.hk/pland_sc/resources/population_data/tpedm19/index.html#Map1). ### Cross-reference between Sub-areas and Planning Data Areas ### The Metropolitan Area includes Planning Data Areas covering Hong Kong Island (Central and Western District, Wan Chai, Eastern District and Southern District), Kowloon (Yau Ma Tei, Mong Kok, Sham Shui Po, Kowloon City, Kwun Tong and Wong Tai Sin) and new towns (Tsuen Wan, Kwai Chung[1] and Tsing Yi[1]). The Northwest New Territories includes Planning Data Areas covering new towns (Tuen Mun, Yuen Long and Tin Shui Wai) and other areas (Northwest New Territories (Other Areas)). The Northeast New Territories includes Planning Data Areas covering new towns (Shatin, Ma On Shan[2], Tai Po and Fanling/Shek Shui Hui) and other areas (Northeast New Territories (Other Areas)). The Southeast New Territories includes Planning Data Areas covering new towns (Tseung Kwan O) and other areas (Southeast New Territories (Other Areas)). The Southwest New Territories includes Planning Data Areas covering new towns (North Lantau) and other areas (Southwest New Territories (Other Areas)).
