Public institutions for inter-municipal cooperation (EPCI) are groupings of municipalities whose purpose is to draw up “common development projects within solidarity zones”. They are subject to common rules which are homogeneous and comparable to those of local authorities.

The information presented here relates to private taxation EPCI:

Urban Community (CU);
Community of Agglomeration (CA);
Community of Communes (CC);
Union d’Agglomération Nouvelle (SAN);
Metropolis (ME).

There are also EPCIs without own taxation: single Vocation Intercommunal Unions (SIVU), Multiple Vocation Intercommunal Unions (SIVOM), Closed Mixed Trade Unions (SM Closed) and Open Mixed Unions (open SM).

跨市镇合作公共机构（Public Establishment for Intercommunal Cooperation，简称EPCI）适用范围
请注意：本数据集仅面向其他政府部门及设有EPCI的市镇，不向普通公众开放。

跨市镇合作公共机构是由多个市镇组成的联合体，其宗旨为制定“团结区域内的共同发展规划”。此类机构需遵守统一规范，该规范与地方当局的规则具有同质性与可比性。

本数据集所展示的信息为拥有自有税收的EPCI：
- 城市共同体（CU）；
- 集聚共同体（CA）；
- 市镇联合体（CC）；
- 新型集聚联盟（SAN）；
- 大都会区（ME）。

此外还有无自有税收的EPCI：单职能跨市镇联合机构（SIVU）、多职能跨市镇联合机构（SIVOM）、封闭型混合联合机构（SM Closed）与开放型混合联合机构（open SM）。

拥有自有税收的EPCI所辖市镇清单可从法国国家统计与经济研究所（Institut National de la Statistique et des Études Économiques，简称INSEE）官网下载。

厄尔-卢瓦省的市镇联合体数据更新至2010年8月27日，涵盖地理对象与属性信息（除国家地理基础数据库（GEOBASE National）的标准属性外，还包含以下字段：职能PDF链接、机构编码、名称、架构、面积、1990年、1999年及2007年人口、成立年份、2010年辖内市镇数量、2007年家庭户数、2007年PAAE指标、2008年第四季度统计数据、2009年求职人数、2007年人口密度、2007年就业岗位数、2010年税收情况、2009年税收潜力，以及拆分为三段的机构名称）。

沙特尔大都会区于2011年1月1日正式成立，暂无过往相关信息。
