Seveso III protection zone (Linz)

The Seveso III Directive (Directive 2012/18/EU) aims at preventing major accidents involving dangerous substances and limiting the consequences of accidents for humans and the environment in order to ensure a high level of protection in the European Union. It shall apply to all establishments where certain hazardous substances are present or may arise in the event of an accident. It is crucial to exceed the thresholds set out in Annex I to the Directive. Depending on the quantities available, there are a number of obligations for both Seveso operators and the authorities.《塞韦索三世指令》（Seveso III Directive，欧盟指令2012/18/EU）旨在防范涉及危险物质的重大事故，并限制事故对人类与环境造成的后果，以在欧盟境内实现高水平的安全防护。该指令适用于存在特定危险物质，或在事故发生时可能产生此类物质的所有设施。当设施内危险物质的存量超出本指令附件一所规定的阈值时，指令的相关要求将正式生效，这是本指令适用的核心前提。根据存量的不同，塞韦索运营者与监管当局均需承担多项相应义务。
