PROBLEM TO BE SOLVED: To provide a process for treating contaminated water produced by treatment of municipal wastewater or the like， removing volatile solid and other contaminants and generating biogas. SOLUTION: A process of adding a composition containing a fermentation supernatant derived from a yeast culture and one or more nonionic surfactant to contaminated water. The fermentation supernatant contains bio-nutrients， metals， and amino acids. The composition contains neither reactive oxygen species nor live bacteria. An addition of the composition to the contaminated water forms a plurality of micro bubbles with a reactive membrane barrier， thereby increasing oxygen or other gas moving across the reaction membrane barrier.
