Regional evaluation of Navarre (annual follow-up ETN)

The Foral Law 5/2015 of 5 March 2015 on measures to promote sustainable urban planning, urban renewal and urban activity in Navarre states that “the Territorial Strategy of Navarre has been approved, the Social Council of Territorial Policy shall carry out an annual monitoring of the Territorial Strategy of Navarra (ETN) using the indicators of the Territorial Observatory of Navarra”. The TNC contains the guidelines for the future development of Navarre over the 2005-2030 horizon and was approved by the Parliament of Navarre in 2005.The annual monitoring of the TNC through a selection of the SIOTN indicators (TSN scoreboard) constitutes a genuine regional evaluation process through the analysis, study and evaluation of the impact of policies in the territory of Navarra.The regional evaluation is carried out through 26 territorial indicators approved by the Social Council of Territorial Policy (CSPT), which are articulated around the 6 main principles of the TNC (Competitiveness, social cohesion, conservation, accessibility, policentism and intelligent management of natural and cultural heritage). The 26 indicators are calculated for different areas (municipalities, TNC subareas, TNC areas, river sections, population entities).The necessary balance between the six principles guarantees the sustainable territorial development of Navarra.The result of the annual evaluations is presented in a transparent way through a Story Map and an executive summary, which helps to understand the situation of Navarra and the existing long-term trends. The Story Map also contains the definitions and methodological aspects of each indicator.2015年3月5日颁布的《纳瓦拉2015年第5/2015号促进可持续城市规划、城市更新与城市活动法令》（The Foral Law 5/2015）规定：“《纳瓦拉领土战略》已获批准，领土政策社会委员会（Social Council of Territorial Policy, CSPT）应依托纳瓦拉领土观测站（Territorial Observatory of Navarra）的指标体系，对《纳瓦拉领土战略》（Territorial Strategy of Navarre, ETN）开展年度监测。” 《纳瓦拉领土战略》（ETN）涵盖了2005至2030年周期内纳瓦拉未来发展的指导纲领，并于2005年经纳瓦拉议会批准通过。 依托纳瓦拉领土观测站指标（SIOTN indicators）中的精选指标（TSN计分板）对ETN开展年度监测，构成了一套完整的区域评估流程，用于分析、研究并评估各项政策对纳瓦拉辖区产生的影响。 该区域评估依托领土政策社会委员会（CSPT）批准的26项领土指标开展，这些指标围绕ETN的六大核心原则构建，分别为竞争力、社会凝聚力、资源保护、可及性、多中心发展以及自然与文化遗产的智能化管理。 这26项指标可针对不同空间单元进行计算，包括市政辖区、ETN次级区域、ETN全域、河段以及人口聚居区。 六大原则之间的合理平衡，保障了纳瓦拉的可持续领土发展。 年度评估结果将通过故事地图（Story Map）和执行摘要以透明化方式发布，有助于公众了解纳瓦拉的现状及长期发展趋势。 故事地图还包含了各项指标的定义与方法论细节。
