Flood Directive 2019 II Cycle — Area of Emilia-Romagna Region — Rhine Basin, risk, punctual geometry

Cartography represents the elements at risk with PUNTUAL geometry that may suffer potential negative consequences arising from floods in relation to the scope of the Reno Unit of Management (UoM) basin (ITI021), in the portion falling within the Emilia-Romagna Region, expressed in terms of: economic and social activities insistent on the area, installations that could cause accidental pollution in the event of floods — ref. D. Lgs. 59/2005 and Legislative Decree 152/2006-, strategic structures (hospital facilities, schools), cultural heritage (cultural goods), etc. The risk map developed responds to two different approaches: in accordance with the requirements of Directive 2007/60/EC (Article 6), it indicates the presence and location of the elements exposed within the areas of different flood hazards identified in the hazard maps, which are divided into certain codified categories; according to the requirements of Legislative Decree 49/2010, combining the probability of flooding with vulnerability to flood phenomena and the value of the exposed elements, it classifies the territory in 4 risk classes, R1 (moderate), R2 (medium), R3 (high), R4 (very high), pursuant to the Presidential Decree of 29 September 1998.本风险制图数据集以点几何（PUNTUAL geometry）标注了雷诺管理单元（Reno Unit of Management，UoM）流域（ITI021）范围内艾米利亚-罗马涅大区境内的洪涝风险承灾体，此类承灾体可能因洪水遭受潜在负面影响。数据集涵盖的承灾体包括：区域内存续的经济与社会活动、可能在洪水事件中引发意外污染的设施（参照意大利立法法令第59/2005号与第152/2006号）、战略基础设施（医院、学校等）、文化遗产（文化遗存）等。本数据集生成的风险地图遵循两种不同编制思路：其一，符合欧盟指令2007/60/EC第6条要求，在已编码分类的洪水危险区划中识别出的受影响区域内，标注承灾体的存在与位置；其二，依据意大利立法法令第49/2010号要求，结合洪水发生概率、洪水灾害脆弱性以及承灾体价值，将辖区划分为4个风险等级：R1（轻度）、R2（中度）、R3（重度）、R4（极重度），该分级标准符合1998年9月29日总统令的规定。
