National map of land consumption carried out by the National Environmental Protection System, with classification system on the first level. The production of cartography, based on satellite images (Rapideye for 2012 and Sentinel 1 and 2 from 2015 onwards), takes place through an improvement of the geometric and temporal resolution of the Copernicus territorial monitoring services, the use of semi-automatic classification algorithms and photo interpretation, at the end of which data verification and validation operations are carried out. The data have a resolution of 10 meters, consistent with that of Sentinel 2. The analysis methodology benefits from the great availability of Sentinel data that produces multi-temporal coverage of the territory to the benefit of the quality of the change detection process. The variation in spectral response with seasonality is in fact a critical element in the analysis of change detection, especially with regard to the assessment of changes in agricultural areas. During the updating of the data, the quality of the maps of previous years is revised and improved with the correction of omission and commission errors present therein and consequent improvement in the calculation of change statistics. The data are the official reference at national level for information on land consumption pursuant to Law 132/2016.

由国家环境保护系统编制的采用一级分类体系的国家级土地消耗现状图。该制图产品基于卫星影像(2012年使用快眼(Rapideye)卫星影像,2015年起改用哨兵1号(Sentinel 1)与哨兵2号(Sentinel 2)卫星影像),通过优化哥白尼陆地监测服务(Copernicus territorial monitoring services)的几何与时间分辨率、采用半自动分类算法及目视解译完成制作,最终开展数据核查与验证工作。该数据集空间分辨率为10米,与哨兵2号卫星影像分辨率保持一致。本分析方法得益于哨兵卫星数据的高可获取性,可实现研究区域的多时相覆盖,从而提升变化检测流程的质量。事实上,光谱响应的季节性变化是变化检测分析中的关键影响因素,在农业区域变化评估场景中尤为突出。在数据更新过程中,研究团队会对过往年份的地图质量进行修订与优化,修正其中存在的漏检误差与误检误差,并据此优化变化统计指标的计算。依据第132/2016号法律,该数据集是国家级土地消耗信息的官方参考依据。
