Inventory of Sensitive Natural Spaces (ENS) in Occitanie

A **Natural Sensitive Space** (ENS) is a remarkable site in terms of natural heritage (fauna, flora and landscape), both for the richness and scarcity of the species it houses. The departments are competent to develop and implement a policy of protection, management and openness to the public (with the exception of the fragility of the natural environment) of sensitive natural areas, wooded or not, in order to preserve the quality of sites, landscapes, natural environments and natural fields of expansion of floods and to ensure the preservation of natural habitats. These spaces are classified as IUCN Category V as a protected land or marine landscape. The departmental councils can create areas of preemption (dpens) of natural spaces in their territory, in order to facilitate their acquisition, to respond to the landscape, ecological and prevention of the risks of flooding identified on these spaces. This inventory is a first version listing the **Sensitive Natural Spaces (ENS) in Occitanie at 01/01/2022**. The following departments are covered: Aveyron, Gard, Haute-Garonne, Gers, Hérault, Lot, Lozère, Tarn and Tarn and Garonne. It is extracted by OPenIG from the **[National NSE Layer](https://inpn.mnhn.fr/telechargement/cartes-et-information-geographique/ap/ens)** carried out by the Support and Research Unit **[PatriNat](https://www.patrinat.fr/fr)**. This national layer results from the compilation of partial raw datasets, retrieved from the departments. It should be noted that the data can be incomplete, that it does not meet the standard Natural Protected Spaces (ENP) and requires standardisation work. In addition, OPenIG makes available the ENS model of the standard Protected Natural Spaces (ENP) as well as the standard.**敏感自然空间（Natural Sensitive Space，缩写ENS）**是一类具备重要自然遗产价值的区域，涵盖野生动物群落、植物区系与景观风貌，其承载的物种种群兼具丰富性与稀缺性。各省主管部门有权针对各类敏感自然区域（无论是否为林地）制定并实施保护、管理及公众开放政策（自然环境脆弱性相关管控除外），以维护场地、景观、自然环境的品质，保障洪水自然滞蓄空间的完整性，并确保自然栖息地得到有效保护。此类空间被国际自然保护联盟（International Union for Conservation of Nature，简称IUCN）归类为第五类保护陆地或海洋景观。各省议会可在其管辖范围内设立自然空间优先购买区（dpens），以推动相关空间的收购工作，同时应对该区域内已识别的景观、生态问题及洪水风险防控需求。本数据集为首个版本的清单，收录了**截至2022年1月1日奥克西塔尼大区（Occitanie）范围内的敏感自然空间（ENS）**。本次数据集覆盖以下省份：阿韦龙省（Aveyron）、加尔省（Gard）、上加龙省（Haute-Garonne）、热尔省（Gers）、埃罗省（Hérault）、洛特省（Lot）、洛泽尔省（Lozère）、塔恩省（Tarn）以及塔恩-加龙省（Tarn and Garonne）。本数据集由OPenIG从由支持与研究机构PatriNat构建的**[国家NSE图层（National NSE Layer）](https://inpn.mnhn.fr/telechargement/cartes-et-information-geographique/ap/ens)**中提取得到。该国家图层由各省提交的部分原始数据集汇编而成。需注意的是，本数据集可能存在不完整的情况，且尚未符合**自然保护空间（Natural Protected Spaces，缩写ENP）**的标准，仍需开展标准化处理工作。此外，OPenIG还提供符合ENP标准的敏感自然空间模型及相关标准文件。
