VPRS 19833 Annual Reports

This series is comprised of the annual reports of Swan Hill Primary School (School No. 1142) (VA 3473).  The reports detail aspects such as school governance, achievement, and performance. They may include: Principal’s report; School Council President’s report; summary of student enrolment, attendance and wellbeing; summary of student progress and achievements; curriculum information; updates on school grounds; staff feedback; charter priorities; annual financial statements and more. Although the contents, emphasis and delivery mechanisms of annual reports have evolved over time, their fundamental purpose has remained largely unchanged. It provides information on a school’s progress and achievements over the course of each year. The content and size of annual reports varies, increasing in size and detail with the implementation of a formalised structure by the Department of Education (VA 3098) in the 1993 amendment to the Education Act 1958 (Vic).  In 1994, under the Schools of the Future program, the Department of Education (VA 3098) introduced a framework to provide an accountability mechanism in schools, known as Quality Assurance in Victorian Schools: An Accountability Framework. This framework was introduced to all primary and secondary schools in the state and was created to support the shift in school management from being centrally controlled by the Department to being managed by the local school community. The annual report was one of the three key elements of the framework, in addition to a school charter and a triennial review of the school. The preparation and publication of an annual report was a legislative and regulatory requirement for all schools under the Education and Training Reform Act 2006 (Vic), Ministerial Order 1280 and the National Education Agreement 2008.

年度报告的内容体量与详实程度存在差异。1993年，维多利亚州教育部门（Department of Education，档案编号VA 3098）通过《1958年教育法（维多利亚州）》修正案确立标准化编制框架后，报告的篇幅与细节丰富度均得到显著提升。
1994年，依托“未来学校（Schools of the Future）”计划，维多利亚州教育部门（VA 3098）推出了《维多利亚州学校质量保障问责框架（Quality Assurance in Victorian Schools: An Accountability Framework）》，作为学校问责机制。该框架覆盖全州所有中小学，旨在推动学校管理模式从教育部门集中管控，转向由地方学校社区自主运营管理。年度报告作为该框架的三大核心组成部分之一，其余两项分别为学校办学章程与学校三年一度审查。根据2006年《教育与培训改革法（维多利亚州）》、部长令1280以及2008年国家教育协议，所有学校均须依法编制并公开年度报告。
