Risk prevention plans (RPPs) are the State’s key instrument for risk prevention. Their objective is to control development in areas at risk. The development of a PPR generates a spatial dataset organised into several data sets. The same PPR includes the spatial datasets containing: — scope of exposure to risks, — restricted areas of the plan once approved. The RPP regulations distinguish between ‘Building prohibited areas’, known as ‘red areas’, where the general rule is the prohibition on construction; ‘required areas’, known as ‘blue zones’ where projects are subject to requirements adapted to the type of issue and hazard, and areas not directly exposed to risks but subject to prohibitions or requirements. The data are informative, only paper documents with the prefecture’s visa are authentic.风险预防计划（Risk Prevention Plans，RPPs）是国家开展风险预防工作的核心工具，其核心目标为管控风险区域内的开发建设活动。 编制一份风险预防计划，将产出一套可划分为多个子数据集的空间数据集。单份风险预防计划所涵盖的空间数据集包含以下内容： — 风险暴露范围 — 获批后的计划管控区域。 风险预防计划的相关规定区分了三类区域：一是"禁止建设区"，俗称"红色区域"，其通用规则为严禁开展建设活动；二是"管控要求区"，俗称"蓝色区域"，该区域内的开发项目需遵循适配问题类型与灾害类型的管控要求；三是未直接暴露于风险之中，但仍需遵守相关禁令或管控要求的区域。 本数据集仅作参考之用，唯有加盖省府审批签章的纸质文件方为有效凭证。
