The retail and center concept of the state capital Dresden is the planning basis for securing and sustainably strengthening the polycentral center structure in Dresden. The functioning of the centres as concentration areas of commercial, service, cultural and social institutions is determined in particular by the respective size and structure of the retail industry. Corresponding concepts since the beginning of the 1990s, first the framework concept retail 1991/95, later the center concept are an essential decision aid for retail settlements. Thanks to these foundations, the ongoing demand for retail space has been substantially reconciled with overall urban development. As a result, the city now has an adequate level of care while avoiding one-sided industry/business form structures and was able to expand the attractiveness and multifunctionality of its centers. The retail and centre concept was updated by decision of the City Council on 15 June 2023.作为萨克森州首府的德累斯顿，其零售业与中心体系规划方案（retail and center concept）是保障并可持续强化德累斯顿多中心城市空间结构的核心规划依据。各城市中心作为商业、服务业、文化与社会机构的集聚区域，其功能运转尤其取决于零售业的规模与业态结构。自20世纪90年代初起的相关规划体系——最早为1991/95年零售业框架规划，后续为城市中心体系规划方案——为零售业态布局提供了关键决策支撑。依托这些规划基础，当前持续增长的零售空间需求已与城市整体发展实现了实质性协调。借此，该市不仅实现了居民零售服务的充足供给，同时规避了单一化的行业与业态结构，还进一步提升了各城市中心的吸引力与多功能性。该零售业与中心体系规划方案已于2023年6月15日经德累斯顿市议会审议通过并完成更新。
