Pradhan Mantri Sahaj Bijli Har Ghar Yojana (SAUBHAGYA) is a Government of India scheme that aims to provide electricity access to all households in the country. The scheme was launched in October 2017 and is being implemented by the Ministry of Power. SAUBHAGYA provides free electricity connections to eligible households in rural and urban areas. SAUBHAGYA has achieved significant success in electrifying households in India. As of March 2023, over 2.82 crore households have been electrified under the scheme. This has resulted in a significant increase in the electrification rate in India, from 75% in 2017 to 99.99% in 2023. The SAUBHAGYA dashboard provides info on rural electrification at the district level. However, the reliability of SAUBHAGYA data has been the subject of some debate First, it is self-reported by states and union territories. Second, results from other household surveys do not match with the SAUBHAGYA results. Another concern about the SAUBHAGYA data is that it does not take into account the quality of electricity access.
