PERSONNEL POLICY IN THE STATE CIVIL SERVICE: ITS PURPOSE, OBJECTIVES, AND PRINCIPLES

This article analyzes the essence, purpose, main objectives, and implementation principles of personnel policy in the state civil service. It examines the theoretical and legal foundations of conducting an effective personnel policy within the state civil service system, along with modern approaches to human resource management and mechanisms for personnel selection, placement, evaluation, development, and motivation. Furthermore, the article substantiates the significance of the principles of professionalism, openness, transparency, equal opportunity, meritocracy, and legality in public service, and reveals the role of personnel policy in enhancing the effectiveness of public administration. The study reviews the works of national and foreign scholars who have conducted research on this topic. Based on the findings, relevant conclusions are drawn.
