Specifically, the study aimed to measure change in the following behaviors: proportion reporting non-spousal sexual partners, condom use with non-spousal partners, and ever had an HIV test. In addition, changes in key behavioral determinants were also measured, namely, perceived availability of condoms and HIV testing sites, the ability of the target group to correctly use condoms, and motivational factors (beliefs, attitudes, risk perception) related to the three behaviors of interest. The study comprises of three survey rounds: wave one, or baseline, in 2002; wave two in 2004; and the final survey, wave three, in 2006. The three rounds of surveys utilized a fixed one-level cluster design, with systematic random sampling of individuals within clusters. Target groups were defined according to programmatic priorities, and sample sizes were calculated for relevant target group of interest in each of the 12 geographic locations. Quantitative surveys were conducted by trained interviewers, over a period of approximately 6 weeks in each survey round. Data were analyzed using Stata 8.2 statistical package. Given the large sample sizes, the level of significance in the multivariate analyses (both monitoring and evaluation, for all indicators), was set at p < 0.01.
