The centrality structure must be taken into account in strategic planning and larger projects with significant spatial effects. The structure has been formally defined with the approval of the indicative plan. The agglomeration programmes aim to coordinate projects of the federal government, cantons, regions and municipalities and ensure their implementation in the agglomerations. In the designated temporary settlement area, the municipalities can protect buildings and landscapes based on a set of criteria. Only then can buildings be reused in accordance with the provisions of Article 39(2) of the RPV.在战略规划以及具有重大空间影响的大型项目中，必须将中心性结构纳入考量范畴。该结构已经指示性规划（indicative plan）审批并正式明确。集聚规划项目旨在协调联邦政府、各州（cantons）、各地区及各市政当局的相关项目，并确保这些项目在城镇集聚区域内得以落地实施。在指定的临时定居区域内，各市政当局可依据一套既定标准对建筑与景观进行保护。唯有完成前述保护工作，方可依照《RPV》第39条第2款的规定对建筑进行再利用。
