Pre-registration of the falsifiable physical predictions of the Sanguine framework (x = B/U), frozen 2026-06-12, stated before the deciding data exist.Forward predictions registered (numbers, kill conditions, and deciding experiments in theory/PREDICTIONS_REGISTRATION.md inside the archive): (1) absolute neutrino mass scale Σmν = 70.1 ± 0.8 meV, normal ordering, m₁ ≈ 7.9 meV ≠ 0 — decided by DESI/CMB-S4 within ~2 years; (2) dark energy w(z) crosses −1 exactly once, phantom past → quintessence today, CPL form forced, no re-crossing; (3) cosmological constant ρ_Λ^(1/4) = m₁/√12 ≈ 2.29 meV, tied non-circularly to the neutrino mass, with Λ a spatially varying field rather than a constant; (4) neutrinoless double beta decay m_ββ = 3.70 ± 0.10 meV — the funded ton-scale generation (LEGEND-1000, nEXO, CUPID) is predicted to see nothing; (5) gravitational waves: exactly two polarizations, no birefringence, any lattice dispersion subluminal and quadratic; (6) black-hole merger optical burst energy proportional to the GW-measured horizon-area increase. The derivation chain is machine-checked: the archive contains a Lean 4 proof corpus (~275 modules, zero sorry, zero added axioms) building against Mathlib (cd proof && lake build). Each prediction separates proven algebra from labelled physical identification from input-tracking numbers; kill conditions are pre-registered per row.
