Human Outcomes workability, and Mortality in Public Housing Arrears Systems

Abstract While public housing arrears are typically framed as financial obligations remediable through payment compliance, this framing obscures the human costs produced by long-term debt containment systems. This paper examines how persistent housing debt shapes bodily health, labor capacity, psychological regulation, and mortality risk. Drawing on socio-technical systems theory and public health literature, it argues that prolonged exposure to enforcement-based housing systems produces predictable degradation of human function, rendering death not incidental but structurally foreseeable.
摘要 尽管公共住房欠款通常被界定为可通过补缴款项予以补救的债务责任,但这一界定掩盖了长期债务管控体系所带来的人类代价。本研究探讨持续性住房债务如何影响个体的身体健康、劳动能力、心理调节能力与死亡风险。 本研究依托社会技术系统理论与公共卫生研究文献,提出长期置身于以强制执行为基础的住房体系中,会引发可预见的人体机能衰退,使得死亡并非偶然事件,而是具有结构性可预见性的结果。
