DISCLAIMER: This dataset is not currently updating, it only shows data from 2021-2024. These complaints are are ported to either a police Captain or Sergeant, to the Syracuse Police Department at: https://www.syracusepolice.org/complaints.asp, or made to the Citizens Review Board (CRB). Data Dictionary: Label Definition ComplaintDate Date that the complaint was received by the person/agency described in "ReceivedBy" column. Reported in MM/DD/YYYY, HH:MM AM/PM format. Time is always reported as 12:00 AM. ClosureDate Date that the complaint investigation was closed. Reported in MM/DD/YYYY, HH:MM AM/PM format. Time is always reported as 12:00 AM. drNumber Department Report (DR) number is a unique number assigned by the Records Management System, the first two numbers identify the year in which the incident was reported. ReceivedBy The person or agency that received the initial complaint about the police officer. ComplaintsNum The number of members of the community that made complaints regarding this police officer interaction. OfficersInolvedNum The number of police officers that were involved in the event reported by the person making the complaint. AllegationsMadeNum The number of police officers that complaints were made against during this event. AllegationsMade The specific allegations that were made against the police officer(s) in the complaint. Harassment - When persons claimed they are being harassed by the police for no reason. Demeanor - Complaints of rudeness by police Rules and Regs- Typically reserved for internal complaints regarding a supervisor initiating discipline against an officer for violation the rules and regulations or policies of the department. Sometimes however, citizens claim the officer did not do their job properly, and this can also be a Rules and Regs violation but is most likely a "Failure to Act" complaint. Rules and Regs violations will only be included if the internal investigation has to do directly with officer behavior and not just a run-of-the-mill employee issue such as car crashes or COVID testing policy violations. Excessive force - When complainants claim they were assaulted by the police and possibly injured. Fail to Act - Complaints the police did not do their job properly. False arrest - Resident alleges that they or someone else was arrested under incorrect pretense. Unlawful Search - Alleged that the officer searched the individual without legal justification to do so. Other is a catch all for complaints that do not fall into any of the above categories. Allegations_Sustained Whether or not the allegations made against the officer(s) were decided to be true (sustained). States either "Yes", "No", or is and empty field of the complaint investigation is still open. AllegationsSustained The number of police officers that were determined to have been found guilty of the infraction in the AllegationsMade column. AllegationsUnfounded The number of police officers where the allegations made against them in the AllegationsMade column, were determined to have no factual basis. AllegationsUnsubstantiated The number of police officers where the allegations made against them in the AllegationsMade column, were determinted to not be supported or proven by the evidence. NumOfficersDA The number of police officers that were subjected to disciplinary action as a result of the investigation determination regarding the complaint. DisciplinaryAction The Police Department's disciplinary action (if any was taken) taken towards the police officer determined to have been found guilty of the infraction. This field will be empty if no disciplinary action was taken or the investigation is still open. NonDisciplinaryAction The Police Department's disciplinary action (if any was taken) taken towards the police officer determined to have been found guilty of the infraction. This field will be empty if no disciplinary action was taken or the investigation is still open. FID Unique identifier number assigned by ArcGIS to identify each entry.
