Port of Los Angeles source-system emissions forecasting: Data, code, and reproducibility package

This record contains the data, executable code, derived results, evidence workbook, and figures supporting the manuscript “Landside zero-emission targets concentrate rather than resolve the residual port emissions burden: source-system evidence from Los Angeles.” The package includes a 2014–2024 annual panel covering ocean-going vessels, harbor craft, cargo-handling equipment, locomotives, and heavy-duty vehicles; port-wide emissions and throughput data; an inventory-vintage table; and Python scripts implementing rolling-origin forecasting, small-sample forecast inference, hierarchical reconciliation, and conditional policy-scenario simulations through 2035. Machine-readable results, final figures, a human-readable evidence workbook, a data dictionary, software requirements, licensing information, and integrity checksums are included. Primary inputs were assembled from the publicly available Port of Los Angeles Air Emissions Inventory archive and official container statistics. The scenarios represent conditional sensitivity pathways rather than causal policy-effect estimates. The complete analysis was independently rerun from the deposited inputs on 17 August 2026; all derived outputs and script-generated figures reproduced exactly.
