SOCIOLOGICAL INDICATORS FOR ASSESSING THE EFFECTIVENESS OF PUBLIC AUTHORITIES' COMMUNICATION WITH THE POPULATION

This paper examines the evaluation of public authorities' communication with the population in the state language using sociological indicators. While current administrative practice emphasizes normative and operational compliance, citizens' actual comprehension, practical utilization, and satisfaction with official communication require distinct empirical measurement. The author proposes a five-dimensional indicator architecture: clarity, usability (actionability), digital accessibility, feedback quality, and institutional learning. It is underscored that these indicators should be utilized not to compile rankings, but to identify communication bottlenecks and support evidence-based administrative decision-making.
